Salvador Osuna Nava  was the Director-General of the DFS, and one of the partners of the Guadalajara cartel.

Juan José 'El Azúl' Esparragoza Moreno, one of the DFS commanders told Osuna Nava about Miguel Ángel Félix Gallardo, an ex-Sinaloan police officer who wanted to unify all marijuana smugglers to establish a coordinated network. Intrigued by the plan, Osuna Nava and DFS agent Tomas Morlet attended the meeting organised by Felix Gallardo. However, Miguel's boss Pedro Avilés withdrew in the last minute, causing the other smugglers to follow suit. Osuna Nava then gets in contact with smuggler Ernesto Fonseca Carrillo, and decides to eliminate Pedro Avilés and make the young Felix Gallardo the leader of the new organization, creating the Guadalajara cartel.

Osuna Nava treated the young leader with contempt and disdain, and frequently got into conflict with the other smugglers of the cartel, going as far as eliminating a few for not receiving adequate payment. Nava later forces Felix Gallardo to deliver American weapons to a Nicaraguan rebel group. Unbeknownst to Felix Gallardo, Osuna Nava gave instructions to the Nicaraguans to torture Miguel and his pilot. Miguel loses his patience with Osuna Nava, and decides to seek protection from powerful politicians, including Nava's "bosses." After he begins working with a powerful Mexican politician, Felix Gallardo publicly bludgeons Salvador Osuna Nava to death as Esparragoza Moreno looked on helplessly.
