Juan Nepomuceno Guerra was a Mexican drug lord, bootlegger and smuggler who founded the Gulf cartel.
Guerra began his smuggling career by shipping bootleg alcohol into the United States in the 1930s, and after the Prohibition ended, moved to smuggling people, goods and opium. In 1986, Miguel Ángel Félix Gallardo of the Guadalajara cartel convinced him to start smuggling cocaine to taunt the Colombian drug cartels. However, Guerra feigned interest in Miguel's partnership, as it was a ruse. He instead formed a partnership with the Colombian Cali Cartel.
