Jorge Luis Ochoa Vásquez was a Colombian drug lord of the Medellín cartel.
Jorge was born into a drug-smuggling family headed by his father, Fabio Ochoa Restrepo. As such, he and his brother Fabio managed to get an early start in the drug trade. He, along with his brother Fabio were the richest smugglers in Medellín till the rise of cocaine trafficker Pablo Escobar. Inspired by his success, the brothers and emerald smuggler José Rodríguez Gacha form a partnership with Escobar in which they would use Escobar's routes to smuggle cocaine in exchange for 30% of the profits, forming the Medellín cartel.
In 1981, the brothers formed the Muerte a Secuestradores with Escobar paramilitary group after their sister Marta Ochoa was kidnapped by M-19 guerrillas. Escobar began attacking the left-wing revolutionaries in the jungle, forcing M-19 to release Marta unharmed. In 1980, Jorge Luis was arrested in Spain along with Gilberto Rodriguez and he was extradited to Colombia to be free again with his brother s help. In the mid 1980s, the cartel founded the Los Extraditables organization which aimed to force the Colombian government to repeal an extradition treaty signed with the United States.
When it was apparent that Escobar couldn't convince the government to repeal extradition by bribery and assassinations alone, he resorts to terrorism, and bombed a civilian airliner, resulting in 107 fatalities. He also assassinated Luis Carlos Galán, one of the most popular candidates in the upcoming elections. The violence forced the brothers to distance themselves from Escobar. While hiding from the authorities in Colombia, the other sister Marina Ochoa began having an intimate relationship with Escobar's right-hand man and cousin Gustavo Gaviria. Escobar at that point began neglecting the brothers, and only spoke to them a few times in a year.
In 1990, Hélmer Herrera of the rival Cali cartel informed the brothers about Marina's affair with Gustavo. He also tells them that Escobar is very close into signing an agreement with the government, hinting that the brothers would be left out. The brothers decide to voluntarily surrender to the police with help of the Cali cartel. In order to facilitate a meeting with General Augusto Jaramillo, the brothers decide to give away the location of Gaviria. Gaviria is arrested by the CNP, and was executed after he refused to snitch on his cousin. The brothers were given lenient sentences on the counts of illegal importation of animals.

Like his brother, Jorge was considered by some, including Cockroach, to being too "soft." This could be attributed to the fact that they had lived in a wealthy lifestyle for their entire lives.
