Francisco Rafael Arellano Félix, also known as Pancho was a Mexican drug lord active and a high ranking of the Tijuana cartel.

Despite being the eldest of the Arellano Félix brothers, his brother Benjamín led the organization. In 1980, they joined the Guadalajara cartel, which was a federation of drug traffickers all around Mexico led by Miguel Ángel Félix Gallardo. Francisco was arrested by the Americans sometime in 1985, and was imprisoned in the United States, where he formed a friendship with San Diego based gangster David Barron Corona.

After his release in early 1986, Francisco took Barron to a party organized by his brothers. Sinaloan smugglers crash into the party, and Joaquín Guzmán Loera proceeded to mock Francisco, triggering a brawl between members of both plazas. After the collapse of the Guadalajara cartel in 1989, Francisco became a high ranking member of the Tijuana cartel.
