Edward 'Ed' Heath was the DEA's director of operations in Mexico. Heath represented the DEA in Mexico since 1976.

A slow-moving bureaucrat, he was despised by field agents such as Enrique Camarena Salazar and James Kuykendall. Heath refused to acknowledge the existence of the Guadalajara cartel's massive weed farms, believed lies spun by the Dirección Federal de Seguridad, and his inaction following Camarena's abduction resulted in the latter's death at the hands of the Guadalajara cartel.

Afterwards, he supervised Walt Breslin as the DEA went after the Guadalajara cartel in revenge for Camarena's murder.
